Rental Screening Qualifications
Please review this information carefully. Applications are processed in the order received and are only considered complete once all required documents and fees are submitted by all applicants in a group.
While applications are evaluated in order, other factors—such as requested move-in date or overall qualifications—may result in a different application being prioritized.
Property Viewing Requirement
Applicants or their representatives are encouraged to view the property in person or via video. Virtual walkthroughs are available upon request. Reasonable accommodations can be made in accordance with applicable fair housing laws. Missed appointments without advance notice may result in the application being rejected
Scoring Criteria
Applications are scored based on a point system considering, but not limited to:
- Rental history
- Income and employment
- Criminal and eviction background (as permitted by law)
- Credit history
General Qualification Requirements
- All adults (18+) must complete a separate application.
- Valid government-issued photo ID is required.
- Applications are processed only after all applicants have submitted and paid the non-refundable application fee.
- False or misleading information will result in denial or termination of tenancy.
- Evictions are reviewed under Philadelphia’s Fair Housing Ordinance. If your eviction qualifies for exclusion, please note it in your application.
- Pets are considered on a case-by-case basis. All applicants must complete a profile at our2girls.petscreening.com
All properties are smoke- and vape-free. Smoking/vaping is prohibited inside the premises. In multi-unit buildings, other units may permit smoking
Residential Qualification Requirements
- A positive long-term rental history is preferred.
- First-time renters may need a cosigner.
- Applicants with a verifiable rental history from an unrelated third-party landlord are strongly preferred.
We contact previous landlords. If we are unable to verify rental history within a reasonable timeframe, applicants may be asked to provide alternate documentation.
Financial Qualification Requirements
- Applicants must pass a credit and financial screening.
- Limited or no credit may result in denial or require a cosigner.
- No recent bankruptcy filings or discharges (within the past 12 months).
- Chronic late payments may result in denial.
- The applicant’s portion of rent (after accounting for any subsidies or vouchers) should not exceed approximately one-third of their verifiable gross monthly income.
- No outstanding landlord or utility debts.
- Significant derogatory credit history may require a cosigner or lead to denial.
Employment Qualification Requirements
- Income must be verifiable via pay stubs, tax returns, benefit award letters, or official documentation.
- Self-employed individuals must provide two years of tax returns.
- Stable employment history is required. Applicants with less than one year on the job may be asked to provide additional income verification or a qualified cosigner.
- Unverifiable income will not be considered.
Legal Qualification Requirements
- Criminal and civil background checks will be conducted in accordance with applicable laws.
- Convictions, not charges, may be considered as part of an individualized assessment in accordance with Philadelphia law. Factors reviewed include the nature and age of the offense, relevance to tenancy, evidence of rehabilitation, and any applicable risk to persons or property.
- Applicants with convictions requiring lifetime sex offender registration will undergo an individualized assessment. Decisions will consider the nature of the offense, time elapsed, evidence of rehabilitation, and whether the conviction presents a demonstrable risk to the safety or property of others.
- Convictions for non-violent misdemeanors and non-violent felonies that occurred more than three to six years ago may still be considered. However, information on rehabilitation, completed sentences, and current conduct are taken into consideration as part of an individualized review.
- Applicants with multiple convictions—such as two or more felonies or three or more misdemeanors within the past 10 years—will not be automatically disqualified. Instead, these cases will be reviewed individually, considering the nature and age of the offenses, demonstrated rehabilitation, and relevance to tenancy.
- All criminal screenings follow the Pennsylvania Human Relations Act and Philadelphia Fair Criminal Record Screening Standards, requiring individualized assessments.
Cosigner Qualification Requirements
- They share full financial and legal responsibility.
- Cosigners must:
- demonstrate financial capacity to assume lease responsibility, typically showing monthly income of about 5x the tenant’s rent obligation.
- Have excellent credit with no major derogatory marks.
- Preferably own property in PA or NJ.
- Have 24+ months at current employer.
- Reside in PA is preferred but not required.
Exceptions
All criteria are subject to lawful exceptions under local, state, or federal law and will be considered accordingly.
